TECHNICAL ASSISTANCE PLAN- YOUTH

CONCEPT PAPER 6

Back Ground

Young people have physical stamina and emotional energy, curiosity, a sense of adventure and vulnerability and a desire to take risks. They exhibit a resourcefulness and resilience under difficult circumstances. The projects aimed at Youth should look to tap this energy and build on their talents. Similarly the staff involved in the implantation of the projects should be able to understand youth perspective of life and their specific physical, emotional and psychological needs. The approaches adopted by implementers should try to develop an in-depth understanding of life circumstances, concerns and priorities of young people and create an environment of reflections, understanding, participation and ownership among the target youth. When the projects have an HIV and AIDS focus, the need for having specialized knowledge and skills increases manifold as these projects are not like other youth projects, which are carried out in the development sector.

Out of 35 projects, which are being funded by Pakistan National AIDS Consortium, 13 are for Out of Schools Youth and 02 are for In School Youth. Inspite of having many similarities, both these types of projects differ in certain aspects. Whereas, it is rather easy to approach the in school youth and impart skills and trainings, it is quite difficult to reach and contact out of school youth. The response and attitudes may also differ. The problems of both the groups are also quite different.

All the above mentioned factors have contributed in making Youth a particularly difficult subject to deal and caused problems in implementing youth Projects.

Purpose of the Consultancy:

The Consultancy is to develop human resources to Mange programmes related with Youth and in helping the PNAC staff members and project implementing staff to develop expertise in youth related interventions.

Deliverables

The specific anticipated deliverables of the consultancy are: 

-          Need Assessment (Projects & participants)

-          Developing Strategies for 

1.       Community organization

2.       Care & Support

3.       Sustainability

·         Training Manual

·         Complete list of participants with their contact information and attendance sheets

·         Need assessment / identification of gaps in the services and staff capacity in context of local services delivery.

·         Two soft copies and two sets of hard copies of technical assistance material, modules, handouts, and presentations etc.

·         A consultancy report within two weeks of the completion of the assignment

Qualifications/experience of the Consultant/Consultancy Team:

·         Working experience of services implementation among Youth for HIV/AIDS prevention.   

·         07 – 10 years experience on qualitative research among the vulnerable groups.  

·         Experience conducing at least 5 high quality trainings / consultancy on services packages for HIV/AIDS prevention among Youth. 

·         Good knowledge of HIV/AIDS interventions targeting vulnerable groups especially YOUTH

·         Relevant educational degree; Masters degree in Social Sciences or Public Health preferred

·         At lease 05 Publications in any known journal/s. 

Duration of Consultancy:

This assignment will involve ten days of input from the consultant as per the following breakdown;

1.      Need assessment / gaps identification in standard services delivery to YOUTH and staff capacity, in context of best practices.

Reporting:

Lead Consultant will report to the Programmes Team, Pakistan National AIDS Consortium, Islamabad.

Concept Notes:

Concept proposal should include:

1.       Curriculum vitae of the Lead Consultant (and any other team members) who would be involved in the need assessment / training / follow up.

2.       Brief description/contents of training, training methodology, training materials and manuals to be used or developed.

3.       Time needed and dates available for consultancy in case of any clash with the proposed schedule.

4.      Proposed consultancy fee including all expenses, and cost breakdown (including all labour, materials, travel costs of consultants and other expenses). Note: By Pakistani law, 5% withholding tax will be deducted from consultant fees and deposited with the income tax authority.

5.      All costs related to participants travel, boarding, lodging, meals etc, training venue, will be borne by PNAC and are not to be included in your proposed budget. 

6.      Any other supporting documentation.
