Back Ground
The Global Fund states that Pakistan is a country with a population of 133,747,200 inhabitants, GNP: US$ 439 per capita, 34% below the poverty level, low burden of the disease with a prevalence of 0.1% in the general population and high risk of epidemic spread. It is estimated that there are 80,000 PLWHA in Pakistan. Among AIDS cases reported by heterosexual transmission (67%) and IV drug use (18%). Condom marketing, intervention to CSW and IVDU are being carried out.
The main challenges are: 1) behavior change like condom and family planning use, elimination of cultural practices that increase their vulnerability like early marriages and widow inheritance.
2) Gender issues for example power relations between men and women, low status of women are key in the fight against HIV/AIDS. However, they are yet to be fully appreciated and addressed while implementing the various activities 3)Due to the poor primary health care infrastructure, PLWHA suffer from opportunistic infections like fever, influenza, diarrhea etc 4) There are insufficient resources nationally and internationally allocated to the health sector.
It is highly important to provide services, care & support including counselling, treatment (ARV) to PLWHA and remove stigma against them by endorsing Rights Based Approach.
Purpose of the Consultancy:
The Consultancy is to develop human resources to manage programmes related with PLWHA.
Deliverables
The specific anticipated deliverables of the consultancy are:
- Need Assessment (Projects & participants)
- Developing Strategies for
1. Community organization
2. Care & Support
3. Sustainability
· Training Manual
· Complete list of participants with their contact information and attendance sheets
· Need assessment / identification of gaps in the services and staff capacity in context of local services delivery.
· Two soft copies and two sets of hard copies of technical assistance material, modules, handouts, and presentations etc.
· A consultancy report within two weeks of the completion of the assignment
Qualifications/experience of the Consultant/Consultancy Team:
· Working experience of services implementation among PLWHAs for HIV/AIDS prevention.
· 07 – 10 years experience on qualitative research among the vulnerable groups.
· Experience conducing at least 5 high quality trainings / consultancy on services packages for HIV/AIDS prevention among PLWHA.
· Good knowledge of HIV/AIDS interventions targeting vulnerable groups especially PLWHAs
· Relevant educational degree; Masters degree in Social Sciences or Public Health preferred
· At lease Publications in any known journal.
Duration of Consultancy:
This assignment will involve ten days of input from the consultant as per the following breakdown;

Reporting:
Lead Consultant will report to the Programmes Team, Pakistan National AIDS Consortium Islamabad.

Concept Notes:

Concept proposal should include:
1. Curriculum vitae of the Lead Consultant (and any other team members) that would be involved in the need assessment / training / follow up.
2. Brief description/contents of training, training methodology, training materials and manuals to be used or developed.
3. Time needed and dates available for consultancy in case of any clash with the proposed schedule.
4. Proposed consultancy fee including all expenses, and cost breakdown (including all labour, materials, travel costs of consultants and other expenses). Note: By Pakistani law, 5% withholding tax will be deducted from consultant fees and deposited with the income tax authority.
5. All costs related to participants travel, boarding, lodging, meals etc, training venue, will be borne by PNAC and are not to be included in your proposed budget.
