TECHNICAL ASSISTANCE PLAN- MSM

CONCEPT PAPER 3

Back Ground

Men who have sex with men (MSM) are not a single homogenous group, but represent a wide variety of people, lifestyles and health needs. From middle class gay men, to homeless runaways, to injection drug users (IDUs) to incarcerated men, MSM have many different identities and associated risks for HIV and other infectious diseases. MSM refers to any man who has sex with a man, whether he identifies as gay, bisexual or heterosexual.  

HIV is not an issue that exists by itself, but is woven into many aspects of men's lives. Risk for HIV is embedded in many other core issues such as dating and intimacy, sexual desire and love, as well as alcohol and recreational drug use, homophobia, abuse and coercion, racism and self-esteem. HIV prevention programs must be informed by of all these elements.

Out of 35 projects, which are being funded by Pakistan National AIDS Consortium, 3 are for MSM. But these projects cannot be strictly called MSM projects as these projects are mainly focusing on Hijras or transgender group, which can be called a sub-category of MSM. But this has only increased the complexity of the issues as in Pakistan Hijras are already a very vulnerable and marginalized group.

Another aspect is the drug usage. Most of the MSM are also injecting drug users. Substance use puts MSM at risk for HIV for several reasons: 1) MSM-IDUs are at risk if they share infected injection equipment; 2) substance use is associated with high risk sexual behavior; 3) background HIV prevalence rates are higher for MSM-IDUs and MSM who abuse drugs but do not inject, increasing the likelihood of transmission.

All the above mentioned factors have contributed in making MSM a particularly difficultly subject to deal and caused problems in implementing MSM Projects.

Purpose of the Consultancy:

The Consultancy is to develop human resources to Mange programmes related with MSM.

Deliverables

The specific anticipated deliverables of the consultancy are: 

-          Need Assessment (Projects & participants)

-          Developing Strategies for 

1.       Community organization

2.       Care & Support

3.       Sustainability

·         Training Manual

·         Complete list of participants with their contact information and attendance sheets

·         Need assessment / identification of gaps in the services and staff capacity in context of local services delivery.

·         Two soft copies and two sets of hard copies of technical assistance material, modules, handouts, and presentations etc.

·         A consultancy report within two weeks of the completion of the assignment

Follow up / mentoring to assess the application / implementation of technical assistance provided.

 Qualifications/experience of the Consultant/Consultancy Team:

·         Working experience of services implementation among MSM for HIV/AIDS prevention.   

·         07 – 10 years experience on qualitative research among the vulnerable groups.  

·         Experience conducing at least 5 high quality trainings / consultancy on services packages for HIV/AIDS prevention among MSM. 

·         Good knowledge of HIV/AIDS interventions targeting vulnerable groups especially MSM

·         Relevant educational degree; Masters degree in Social Sciences or Public Health preferred

·         At lease Publications in any known journal. 

 Duration of Consultancy:

 This assignment will involve ten days of input from the consultant as per the following breakdown;

 Reporting:

Lead Consultant will report to the Programmes Team, Pakistan National AIDS Consortium, Islamabad.

Concept Notes:

Concept proposal should include:

1.       Curriculum vitae of the Lead Consultant (and any other team members) who would be involved in the need assessment / training / follow up.

2.       Brief description/contents of training, training methodology, training materials and manuals to be used or developed.

3.       Time needed and dates available for consultancy in case of any clash with the proposed schedule.

4.      Proposed consultancy fee including all expenses, and cost breakdown (including all labour, materials, travel costs of consultants and other expenses). Note: By Pakistani law, 5% withholding tax will be deducted from consultant fees and deposited with the income tax authority.

5.      All costs related to participants travel, boarding, lodging, meals etc, training venue, will be borne by PNAC and are not to be included in your proposed budget. 

6.      Any other supporting documentation.
