LEADERSHIP DEVELOPMENT IN HIV/ AIDS

TECHNICAL ASSISTANCE PLAN- IDU

CONCEPT PAPER 2

Back Ground

Pakistan still has a window of opportunity to act decisively to prevent the spread of HIV/AIDS. Although the estimated HIV/AIDS burden is still low—around 0.1 percent of the adult population, without vigorous and sustained action, Pakistan runs the risk of experiencing the rapid increase in HIV/AIDS among vulnerable groups seen elsewhere. In 2004, a concentrated outbreak of HIV was found among Injecting Drug Users (IDUs) in Karachi, where over 20 percent of those tested were found to be infected.

The IDUs are the most common carriers of HIV and the reasons are: 1) IDUs are at risk if they share infected injection equipment, thus increasing the likelihood of transmission 2) drug use is associated with high risk sexual behavior; Out of 35 projects, which are being funded by Pakistan National AIDS Consortium, 2 are for IDU which are insufficient to target a large population of IDUs. Therefore, this is time to work for this vulnerable group in order to stop HIV/ AIDS from becoming an epidemic.
