TERMS OF REFERENCE
Pakistan National AIDS Consortium (PNAC) and Interact Worldwide in collaboration with the National and Provincial AIDS Control Programmes are implementing TAMEER, a capacity building programme for NGOs. TAMEER also includes a component of Small Grants Programme. TAMEER is complementing the efforts of the National and Provincial AIDS Control Programmes in the fight against HIV/AIDS by increasing the capacity of NGOs in several technical areas.
Purpose of the Consultancy:
The Consultancy is aimed to conduct ToT on designing and development of HIV/AIDS prevention strategy through expertise in Governance & Leadership for TAMEER Small Grants Programme (SGP). The ToT will also build the capacity of partner NGOs and will improve their efficiency in the field of Governance & Leadership.

Qualifications/experience of the Consultant/Consultancy Team:
· 5 years experience in conducting trainings
· Experience of conducing at least 5 high quality trainings on project design and proposal writing
· Good knowledge of HIV/AIDS interventions targeting vulnerable groups
· Relevant educational degree; Masters degree in Social Sciences or Public Health preferred
Time Frame:
Feb- April 2007 (Tentative)

1. 5 days training of Trainers (TOT) on Governance & Leadership.

Reporting:
Lead Consultant will report to the National Programme Officer, PNAC, Islamabad.

Concept Notes:

Concept proposal should include:
1. Curriculum vitae of the Lead Consultant (and any other team members) who would be involved in the training
2. Brief description/contents of training, training methodology, training materials and manuals to be used or developed.
3. Time needed and dates available for consultancy
4. Proposed consultancy fee including all expenses, and cost breakdown (including all labour, materials, travel costs of consultants and other expenses). Note: By Pakistani law, 5% withholding tax will be deducted from consultant fees and deposited with the income tax authority.
5. All costs related to participants travel, boarding, lodging, meals etc, training venue, will be borne by PNAC and are not to be included in your proposed budget.
