Public Private Partnership (PPP)

The national program contributes technically in capacity building initiatives by various donors and private sector /civil society organizations. One of the examples is TAMEER project in which PNAC with support from European Commission (EU) is coordinating NGO capacity building.

The National Policy Dialogue under the theme of "Strengthening Public Private Partnership for HIV and AIDS prevention, treatment and care" which was organized by Pakistan National AIDS Consortium on 18th May 2006 in Islamabad. Dr. Abdul Majeed Rajput, Director General Health while addressing policy dialogue said that Government is determined to build strong partnership with civil society organizations to combat HIV and AIDS in Pakistan. President Pakistan National AIDS Consortium Raja Khalid Mehmood while addressing to the dialogue said that PNAC has imitated the dialogue process at national level in consultation with Government . Effect of this policy will definitely trickle down at provincial level He also emphasized that Pakistan National AIDS Consortium will continue to play its role in initiating policy dialogues on various issues related with HIV and AIDS.

While delivering the Key note address, Dr. A.R Kemal renowned Economist of Pakistan discussed the social and economical aspects of the spread of epidemic. While quoting examples from other countries, he said that the worst impact of HIV and AIDS is always on economics of the country and that is why it should dealt with as developmental issue. Stake holders from various international and national governmental and non governmental organizations participated in the dialogue and developed recommendation for strengthening the partnership between public and private sector. It was mutually agreed that HIV and AIDS is a serious threat that can neither be answered by government or by civil society organizations working in isolation. It requires constant and timely efforts be public and private sector.

Dr. Sania Nishtar, Founder President of Heart File, which is a good example of public private partnership in Pakistan discussed the theoretical and conceptual framework of the public private partnerships in details and analyzed various models of public private partnership and their respective strengths and weaknesses in Pakistan.

Dr. Aldo Landi, Coutry Coordinator of UNAIDS said that we should have some framework and guidelines for partnerships to overcome the epidemic. Madeline Wright, Country Director from Save the Children-UK highlighted the importance of partnership for children health rights. She also said that we should not ignore children and youth while we are in process of devising policies for prevention and care.

Recommendations were developed in the end for strengthening the partnership between government and civil society organizations in Pakistan. 1. A policy framework should be established to ensure effective public private partnership. 2 Government should work as facilitator, enabler and resource provider. 3. Both government and civil society organizations should try to mainstream HIV and AIDS in all developmental issues.

The outcomes of the dialogue will provide input to the Midterm Review of the HIV and AIDS program in Pakistan and HIV policy development by NACP and Ministry of Health.
