MISSION

Prevention and control of HIV/AIDS in Pakistan

Job Purpose

The Pakistan National AIDS Consortium (PNAC) is a network of 5 provincial/regional NGO networks throughout Pakistan. PNAC was founded in 2002 and is constituted of the Punjab AIDS Consortium (PAC), the Sindh AIDS Network (SAN), the Balochistan AIDS Network (BAN), the Northwest Frontier Province AIDS Consortium (NAC), and the Northern Areas AIDS Control Consortium (NAACC). Each provincial/regional consortium represents member NGOs, who work to prevent HIV/AIDS in Pakistan and/or to provide care and treatment for people living with HIV/AIDS. PNAC does not currently have members, but instead represents the provincial/regional consortia at the national level and in the future will provide support and services, through a professional staff, to the provinces.

In 2004, the European Commission (EC) and DFID funded a project entitled “Building-Up Rights-Based Approaches to HIV/AIDS in Pakistan: A National Civil Society Capacity Building Project.” Commonly known as the TAMEER Project, this programme aims to radically enhance the capacity of HIV/AIDS NGOs and to help them be effective and enduring partners in public-private sector partnerships fighting HIV/AIDS. This includes enhanced governance, as well as strategic, organisational, technical and project identification and management capabilities, and increased joint planning and coordination. The TAMEER Project is being Implemented by Pakistan National AIDS Consortium (PNAC), other partners include Interact Worldwide Pakistan (IWP), KIT Health of the Netherlands, AIDOS from Italy, and the Centre for Population Studies of the London School of Hygiene and Tropical Medicine

This post requires a dynamic individual who will support and assist the National Manager and PNAC in raising the profile and effectiveness of the Tameer project and PNAC and intensify awareness of the issues NGOs working in the field of HIV/AIDS and HIV/AIDS specifically. Essential facets of the role include working closely with the national and international media, arranging press conferences, Develop advocacy strategies in consultation with National Manager and PNAC governing body, draft key messages on the PNAC based on sound policy and evidence, provide support for presentations to the National Manager and the PNAC governing body, Intensify and maintain a steady flow of information on the Tameer and PNAC work and its substantive areas of work to internal and external audience

Main Responsibilities

Plan, develop and implement an appropriate advocacy strategy for Pakistan National AIDS Consortium
Coordinating and communicating with other development and social justice networks, with key decision makers, and liaison with national and international media
Promoting the work of PNAC at the national and international levels

Main Tasks:

1. Plan, develop and implement an appropriate advocacy strategy for Pakistan National AIDS Consortium

Identify advocacy opportunities nationally for promotion of the PNAC at national and provincial level
Develop advocacy strategies in consultation with National Manager and PNAC executive body
Collect strategic information with the help of M&E process and present to the National Manager and PNAC for advocacy with policy makers and donors
Draft key messages on the PNAC based on sound policy and evidence
Provide support to the National Manager and the PNAC executive committee for making impressive and effective presentations
Intensify and maintain a steady flow of information on the Tameer and PNAC work and its substantive areas of work to internal and external audience

2. Coordinating and communicating with other development networks, with key decision makers, and liaison with national and international media

Develop/coordinate and lobby to promote more effective policy making at the national, regional, international and global levels
Facilitate communication between PNAC and other groups
Develop and maintain close contacts with national and international media on issues relating to HIV/AIDS and NGOs specifically
Organize press conferences and briefings, develop fact sheets and talking points, line up interviews and undertake all media activities related to Tameer project and PNAC

Support the development regional networks, using the PNAC as nodes for those networks
Continually bring new partners into regional networks and coordinate with them to build capacity for advocacy
Sharing of information with regional and international networks

4. Promoting the work of PNAC at the national and international levels

Prepare, edit and oversee publication of reports, documents and other materials
Maintain and expand the Tameer/PNAC website and develop innovative approaches to using the web, broadcast, multi-media and new electronic technologies
Collect information from the NGOs and other sources and design, publish and distribute newsletter to the concerned partners.
Respond to requests for information

5. In Addition:

Attend training of trainer courses and conduct trainings in provinces
Assist with resource mobilisation, including project design and proposal writing
Assist the National Manager in developing the quarterly workplan
Assist in the preparation of quarterly and annual reports
Provide technical backstopping to the consortia/networks members as required
Assist in knowledge management process
Assist consortia in liaising with the members

Undertake business travel as required
Undertake any other activity that contributes to the smooth running and development of the Pakistan National AIDS Consortium

Qualification

Qualification: The candidate must be master’s degree holder in Mass Communication or English & should have 2-3 relevant experience.
