MISSION

Prevention and control of HIV/AIDS in Pakistan

Job Purpose

The Pakistan National AIDS Consortium (PNAC) is a network of 6 provincial/regional NGO networks throughout Pakistan. PNAC was founded in 2000 and is constituted of the Punjab AIDS Consortium (PAC), the PNAC Sindh Office the Balochistan AIDS Network (BAN), the Northwest Frontier Province AIDS Consortium (NAC), the Northern Areas AIDS Control Consortium (NAACC) and the Kashmir AIDS Consortium (KAC). Each provincial/regional consortium represents member NGOs, who work to prevent HIV/AIDS in Pakistan and/or to provide care and treatment for people living with HIV/AIDS. PNAC does not currently have members, but instead represents the provincial/regional consortia at the national level and in the future will provide support and services, through a professional staff, to the provinces.

In 2004, the European Commission (EC) and DFID funded a project entitled “Building-Up Rights-Based Approaches to HIV/AIDS in Pakistan: A National Civil Society Capacity Building Project.” Commonly known as the TAMEER Project, this programme aims to radically enhance the capacity of HIV/AIDS NGOs and to help them be effective and enduring partners in public-private sector partnerships fighting HIV/AIDS. This includes enhanced governance, as well as strategic, organisational, technical and project identification and management capabilities, and increased joint planning and coordination. The TAMEER Project is being implemented by Pakistan National AIDS Consortium (PNAC), other partners include Interact Worldwide Pakistan (IWP), KIT Health of the Netherlands, AIDOS from Italy, and the Centre for Population Studies of the London School of Hygiene and Tropical Medicine.

This post requires a highly dynamic individual who will support and assist the Provincial Consortium Manager in implementing the Tameer project. Essential facets of the role includes coordination with PNAC office in organizing the training activities, facilitate M&E process in collaboration with National M&E officer and Provincial Manager, technical backstopping to the NGOs, planning of the training activities (their schedule, venues, details of the training programme) in consultation with the Provincial Manager and the National Training Manager, providing support to the researchers if needed, facilitating additional resource mobilisation, assisting the Provincial Manager in preparing and developing quarterly reports.

Main responsibilities

Provide support in the implementation of the SGP
Plan and organize trainings in consultation with Provincial Manager and Training Coordinator
Facilitate the research activities in the province

Main Tasks:

1. Provide support in the implementation of the SGP

Provide technical backstopping to the NGOs involved in implementation of the SGP as required.
Coordinate with the SGP partners during the implementation of the projects.
Provide information on the basis of the best practices to the NGOs involved in SGP.
Facilitate the M & E process in collaboration with the M & E officer.
Provide support/backstopping to the SGP partners in timely submission of report.
Provide technical backstopping to Consortia/Network member NGOs as required.

2. Plan and organize trainings in consultation with Provincial Manager and Training Coordinator

Coordinate with National Training Coordinator in organizing the training activities
Plan training activities: their schedule, venues, details of the training programme in consultation with the Provincial Director
Facilitate the process of identification of participants for the trainings
Logistical arrangements for trainings including venue, travel and accommodation of the participants
Participate in the trainings of trainers and provide trainings when and where required
Ensure the availability of the relevant training material during the trainings
Maintain a database of the trainees
With the M&E officer, ensure the monitoring process is conducted smoothly

3. Facilitate the research activities in the province

Provide support to the research teams regarding their liaison with the local NGOs involved in the research

4. In addition

Assist with resource mobilisation, including project design and proposal writing
Assist with advocacy activities
Assist the Provincial Consortium Manager in developing the quarterly workplan
Assist in the preparation of quarterly and annual reports
Provide technical backstopping to the consortia/networks members as required
Assist in knowledge management process
Assist consortia in liaising with the members

Undertake business travel as required
Undertake any other activity that contributes to the smooth running and development of the provincial consortium/network
