PAKISTAN NATIONAL AIDS CONSORTIUM JOB DESCRIPTION
Job title: Internal Auditor
Based: Islamabad
Reports to: PNAC Board
The Pakistan National AIDS Consortium (PNAC) is a network of 6 provincial/regional NGO networks throughout Pakistan. PNAC was founded in 2000 and is constituted of the Punjab AIDS Consortium (PAC), the Sindh NGOs Network on HIV/AIDS (SNNHA), the Balochistan AIDS Network (BAN), the Northwest Frontier Province AIDS Consortium (NAC), AJK AIDS Consortium and the Northern Areas AIDS Control Consortium (NAACC). Each provincial/regional consortium represents member NGOs, who work to prevent HIV/AIDS in Pakistan and/or to provide care and treatment for people living with HIV/AIDS. PNAC does not currently have members, but instead represents the provincial/regional consortia at the national level and in the future will provide support and services, through a professional staff, to the provinces.
In 2004, the European Commission (EC) and DFID funded a project entitled “Building-Up Rights-Based Approaches to HIV/AIDS in Pakistan: A National Civil Society Capacity Building Project.” Commonly known as the TAMEER Project, this programme aims to radically enhance the capacity of HIV/AIDS NGOs and to help them be effective and enduring partners in public-private sector partnerships fighting HIV/AIDS. This includes enhanced governance, as well as strategic, organisational, technical and project identification and management capabilities, and increased joint planning and coordination. The TAMEER Project is being implemented by PNAC and its constituent consortia with technical assistance from Interact Worldwide, a UK-based charity that works to promote sexual and reproductive health and rights around the world. Other Implementing partners are KIT Health of the Netherlands, AIDOS from Italy, and the Centre for Population Studies of the London School of Hygiene and Tropical Medicine.
Essential facets of the role include reporting to board on findings of reviews, make recommendations in order to remedy weaknesses in the systems and procedures being reviewed, and monitor management’s response and implementation. It also includes liaison with the external auditors in order to prevent duplication of effort and to keep them briefed on areas of concern. In addition the post holder will prepare audit plans programs based on the analysis of risks and operational priorities. He/She will also assess and timely report on legal/ compliance/ organizational and operational issues.
§ Develop audit plan for PNAC for establishment of preventive, detective and corrective controls.
§ Ensure effective management of the financial resources of PNAC and that all operations of the Provincial/Regional Consortia are within the policies and plans as laid down by PNAC management in compliance with best accounting practices and donor guidelines.
§ Review and appraise the soundness, adequacy and application of accounting, financial and operational controls.
§ Undertake business travel as and when required to the provincial/regional consortia and SGP partners.
§ Ascertain the extent to which PNAC’s assets are accounted for and safeguarded from losses.
§ Formulate the policy and procedure for “Financial Audits”, “Compliance Audits”, “Information Systems Audits”, “Operational Audits” and “Investigative Audits”.
§ Take appropriate measures for the prevention of frauds and elimination of conditions inducing fraudulent actions.
§ Report regularly to PNAC Board with regard to progress in achieving planned objectives.
§ Develop and pursue best practices for strategies regarding Euality and Diversity, Risk Management, Disaster Recovery, Asset Management, PNAC Sustainability etc.
§ Undertake special investigations at the directive of the PNAC Board.
§ Ensure that the prescribed procedures are diligently followed within PNAC, so that appraisal and monitoring can be reliable and effective.
§ Prepare reports containing observations, comments and recommendations based on carried out work.
§ Assist in knowledge management process by providing accurate, sound and timely professional advice to board and management of PNAC.
§ Liaising with the external auditors in order to prevent duplication of effort and to keep them briefed on areas of concern in order that both external and internal audit functions could be carried out efficiently and effectively.
§ Contribute in all relevant meetings involving consideration of policy/procedures formulation matters and other allied matters relating to the overall operations of the organization.
§ Ensure that the agreements executed with donor agencies are strictly implemented.
§ Ensure the confidentiality of financial and technical information including audit findings and observations from the irrelevant entities.
§ Ensure that funds allocations for each project are appropriately utilized and any budget variations are communicated to the relevant authorities.
§ Undertake any other activity that contributes to the smooth running and development of the Pakistan National AIDS Consortium
Qualification: ICMA-Inter / CA-Inter / MBA, with 3 years post qualification experience in Internal Audit preferably in the development sector.
